    It has already been more than a month since theaters, concert halls, and sporting events decided to cancel or postpone their events one after another in response to the request for self-restraint by Japan and Tokyo governments in the coronavirus outbreak.
    If the situation continues as it is, live events, arts and culture, which provide people with inspiration and vitality, as well as diverse perspectives on society, may suffer catastrophic damage. On March 28, 2020, a month after the request for self-restraint, the Prime Minister's press conference officially recognized the "importance of this live event to society and the critical situation caused by the self-restraint" rather than as the "subject of warning,” while making a reservation that "taxpayers' money will not be used to cover their losses.
    On the other hand, Western countries have been announcing packages of support measures to help the event and cultural sector in crisis. Since objective information is as important as ever in these times of crisis, here is a quick summary of the support measures of other countries and Japan.

    「EU New Copyright Directive's Expanded Centralized Licensing System    ~Legal Basis for Digital Archives」

    Attorney Nakagawa has introduced a major amendment of the EU Copyright Law in his column "Merits and Demerits of the 'Link Tax' - New EU Copyright Directive and Misunderstanding over Hyperlinks". This new copyright directive has been enacted in April 2019 by the EU.
